Zholnovich: The first contributions to the funded pension system may begin in 2026.

Starting in 2026, the first accumulations under the new pension system may commence, according to Ukraine's Minister of Social Policy, Oksana Zholnovich.

"The draft law for the accumulative pension system has been developed by the Cabinet of Ministers. We have already completed the first round of agreements with all central executive authorities. Currently, we are finalizing the concerns that were raised and coordinating the figures with the Ministry of Finance," she stated at a press conference on Monday in Kyiv.

Zholnovich expressed confidence that in 2025, within the coming months, the draft law will be submitted to the Verkhovna Rada for approval, allowing for the technical preparation to implement the accumulative system.

"This year, we are developing the legislation and the IT system, creating a concept for a sustainable and efficient state accumulative fund, and, God willing, we can start the first accumulations in 2026," the minister concluded.

As reported, on January 3, Prime Minister Denys Shmyhal announced plans to introduce basic social assistance in Ukraine and enact legislation for the accumulative pension system in 2025.

In September 2024, First Deputy Minister of Social Policy of Ukraine Daria Marchak stated that the reform of the solidarity pension system has been developed and is being discussed with the Ministry of Finance of Ukraine, while Zholnovich mentioned that the agency plans to implement the accumulative pension system starting in 2026. She also predicted the launch of the new solidarity pension system in July 2025.

In September 2023, the Prime Minister announced that a reform of the solidarity pension system would take place in 2024.

In October 2023, Zholnovich stated that the government would prepare all necessary infrastructure for the accumulative pension system by 2025, but if the war continues, it would only be possible to launch it after victory.
