The President of Ukraine, Volodymyr Zelensky, has enacted a decision by the National Security and Defense Council regarding the imposition of personal sanctions against several individuals.
The corresponding decree titled “On the Decision of the National Security and Defense Council of Ukraine dated February 12, 2025, ‘On the Implementation of Personal Special Economic and Other Restrictive Measures (Sanctions)’” has been published on the President's official website, as reported by Ukrinform.

Among those sanctioned are Igor Kolomoisky, Gennady Bogolyubov, Konstantin Zhevago, Petro Poroshenko, and Viktor Medvedchuk.
The sanctions include, in particular:
“Deprivation of state awards of Ukraine and other forms of recognition; blocking of assets – temporary deprivation of the right to use and manage assets belonging to an individual or legal entity, as well as assets concerning which such an individual may directly or indirectly (through other individuals or legal entities) take actions equivalent in essence to exercising the right to manage them; restrictions on trade operations (complete cessation); restrictions, partial or complete cessation of the transit of resources, flights, and transportation across the territory of Ukraine (complete cessation); prevention of capital outflow beyond Ukraine.”
The application of sanctions is indefinite.
During his evening video address the day before, President Volodymyr Zelensky stated that a decision was made at the NSDC meeting on Wednesday to punish those who “destroyed Ukraine's national security and assisted Russia.”
“Billions that were earned essentially through the sale of Ukraine, Ukrainian interests, and Ukrainian security must be blocked and should work to protect Ukraine and Ukrainians,” added Volodymyr Zelensky.
It is worth noting that on February 5, the Head of State enacted a decision by the NSDC to impose personal sanctions against several individuals and organizations that facilitated the removal of Ukraine's national heritage from temporarily occupied territories, as well as against the shadow fleet of the Russian Federation.
