The city state administration has yet to report who was issued such documents.
During the curfew, private cars are moving around the capital without any signs of special transport, but with permits.
This was written by the head of the Kyiv City Military Administration, Timur Tkachенко, on his Telegram channel.
“Regular private cars belonging to citizens. Their owners are not connected to enterprises or services that have a justified need to move around the city at night. In some cases, unique document numbers were recorded. I have instructed to check who, which organization, and on what grounds issued the permits,” – reported the head of the KMWA.
According to Timur Tkachенко, the issuance of permits is limited to a specific circle of officials and organizations, as per the directive of the Kyiv City Military Administration.
“In the recorded cases, it turned out that the permits were issued under the quota of the Kyiv City State Administration, where the deputy heads of the KCSA have the appropriate authority,” – wrote the head of the KMWA.
He noted that he had previously instructed the KCSA to report on the issuance of permits, but there has still been no clear response.
“It seems that they are being issued upon a regular request and as needed – just because they want to. The issue is not only that someone might have received the right to disregard the curfew without necessity. This could be tied to corruption schemes. But most importantly, lack of control poses a risk. Documents could end up in the hands of saboteurs or representatives of hostile intelligence services. Committing a crime against our security at night, when no one is watching, is much easier,” – warned Timur Tkachенко.
He added that the risks of sabotage using “privileged” permits will be handled by the Security Service of Ukraine (SBU), while the KMWA will investigate the corruption aspect within the framework of the "Transparency and Accountability" group.
