The social insurance reform "ePotential" is set to launch in Ukraine starting January 2025, as announced by the Minister of Social Policy, Oksana Zholnovich.
"It will start in January. In January, we will already be exchanging data with the Ministry of Health regarding individuals' conditions. We will create an electronic format for the status of this disability card, making it easy for individuals to present this card, which will be integrated into 'Diya'. We will also make a personal social cabinet accessible, where individuals can obtain information about themselves and all available opportunities, as well as a convenient way to apply for various services and social benefits," Zholnovich stated during a national telethon on Wednesday.
According to her, by the summer of 2025, the ministry will be expanding the functionality of all digital support services, aiming to fully implement support for individuals under the new system within 3-4 months.
As reported, in September, Zholnovich announced the launch of the digital project "ePotential."
On October 29, the Ministry of Social Policy stated that the "ePotential" social insurance reform involves a transition from medical and social expert commissions (MSEC) to an assessment of work capacity. It is noted that the key change is that, instead of MSEC, disability will be determined based on the conclusions of multidisciplinary teams using digital tools, and an assessment of work capacity will be conducted to determine support measures, meaning the ability of individuals to return to work and earn their own income.
