The State Tax Service and the IMF have agreed on a collaborative plan to enhance tax auditing practices.

The State Tax Service of Ukraine (STS) and the International Monetary Fund (IMF) have agreed on a collaborative plan aimed at enhancing tax audit processes in the near future. This includes defining strategic and operational objectives and implementing a risk-based approach to the development of audit plans, as announced by STS Chairman Ruslan Kravchenko.

The State Tax Service of Ukraine (STS) and the International Monetary Fund (IMF) have agreed on a plan for joint work in the near future to improve the implementation of tax audits, particularly regarding the definition of strategic and operational goals, and the introduction of a risk-oriented approach to planning audits, reported STS Chairman Ruslan Kravchenko.

"The tax administration reform is ongoing! Together with the team from the International Monetary Fund, we are working on a set of measures to make the system more efficient, transparent, and modern. I met with IMF representatives Enrico Aava and Susan Betts. We discussed specific measures for implementing the recommendations received by the STS within the framework of technical assistance from the IMF's Budget Department as part of the National Revenue Strategy until 2030," he wrote on Facebook.

According to Kravchenko, the main areas that the STS and IMF are currently focusing on include reform management, where reform monitoring criteria are being updated and effective change management is being implemented.

Additionally, compliance risk management is being developed, which involves creating key performance indicators for an experimental project, auditing employee skills, and similar initiatives.

Furthermore, work on tax audits continues, with the STS implementing risk-oriented approaches to auditing and developing key performance indicators for audits.

The STS Chairman noted that the IT sector reform is also ongoing, within which the agency is enhancing process automation to reduce administrative burdens and ensure maximum transparency.

Kravchenko added that the agreed plan for joint work with the IMF in the near future to enhance tax audit processes will enable Ukraine to meet the relevant benchmarks of the memorandum with the IMF and establish a tax administration system that adheres to the best international standards.

As reported, the Cabinet of Ministers appointed the former head of the Kyiv Regional State Administration, Ruslan Kravchenko, as the Chairman of the State Tax Service of Ukraine on December 31.
