In 2024, the Ukrainian Ministry of Defense has accumulated a record amount to meet the needs of the army — approximately 680 billion UAH. For funding the Ukrainian defense industry in 2025, over €1 billion is planned to be spent solely through the "Danish model," as stated by Deputy Minister of Defense of Ukraine, Dmitry Klimenkov, during a telethon.
According to him, around 300 billion UAH is directed towards Ukrainian manufacturers, particularly thanks to new procurement mechanisms in collaboration with international partners. Specifically, the implementation of the "Danish model" has allocated 26 billion UAH, which will not only help equip the army with high-quality gear but also create jobs.
"This is our priority — our own production of weapons and military equipment," Klimenkov emphasized.
He explained that the funding of Ukrainian weapons manufacturers is facilitated by the governments of partner countries through the introduction of the "Danish model."
For instance, Klimenkov noted that in 2025, Denmark has reserved €135 million for such funding, Norway plans to spend €43 million, while it is expected that the European Union will allocate €1 billion for the financing of the Ukrainian defense industry from frozen Russian assets.
He remarked that the Ministry of Defense prioritizes continuing the procurement of high-tech weapons, particularly deep strikes, and working on localizing production in Ukraine.
"We have taken on an ambitious task — and we will accomplish it, to obtain over 30,000 long-range drones capable of performing missions deep within enemy territory," Klimenkov stated.
The Deputy Minister noted that the reform of the procurement system within the ministry, as well as the digitalization of processes and the integration of international standards, will contribute to the efficiency and transparency of defense procurement.
