During her first official visit to Ukraine, the President of the European Investment Bank (EIB) Group, Nadia Calviño, signed agreements for support programs with a total budget of approximately EUR 1 billion.
"This is my first official visit outside the European Union since I took office as President of the EIB Group last year. Supporting Ukraine is a top priority, and I am pleased to be here to announce new major projects for small and medium-sized enterprises, energy, water supply, and other essential services that will help people continue their daily lives and support the country's economic resilience, as well as lay the foundation for a stronger Ukraine on its path to EU membership. Today, we signed important agreements with both the government and key Ukrainian banks to mobilize around EUR 1 billion in investments," said Nadia Calviño, President of the EIB Group, during a press conference on Monday.
As part of the Ukraine Facility program, four projects worth EUR 420 million have been signed. The projects include EUR 100 million for "Ukraine Recovery III," EUR 100 million for "Restoration of Water Supply in Ukraine," and EUR 100 million for "Centralized Heating in Ukraine," which will be channeled through Ukreximbank. These initiatives aim to ensure that millions of Ukrainians in over 100 communities across the country have access to heating, water, hospitals, schools, and housing for internally displaced persons.
A loan of EUR 120 million will be directed towards supporting and restoring Ukrhydroenergo.
EUR 500 million will be allocated to support small and medium-sized enterprises (SMEs). This assistance combines a loan of EUR 100 million and guarantees aimed at unlocking approximately EUR 400 million for SME financing through key Ukrainian banks, including Ukreximbank, ProCredit Bank, and Ukrgazbank, with which the EIB signed agreements today.
A loan of EUR 40 million from the EIB will be used to implement a unified emergency number 112 and a calling system across Ukraine to enhance public safety, complemented by a EUR 12 million EU grant and funding from member states under the "EU for Ukraine" fund.
The EIB also signed a EUR 16.5 million grant from the German government with the Ministry of Communities and Territories Development of Ukraine (MinRegion) to support renewable energy. The grant is provided through the EIB's International Climate Initiative Fund and is part of the Energy Rescue Plan for Ukraine announced by the EIB in October 2024.
