The Cabinet of Ministers has approved the candidacies of Yuriy Boyko, Anatoliy Huley, and Oleksiy Nikitin for the positions of members of the supervisory board of the State Enterprise "National Energy Company 'Ukrenergo'" as representatives of the state.
This decision is formalized in the government order No. 1232-r dated December 10, 2024, published on the "Government Portal".
The next step will be an order from the Ministry of Energy, as the shareholder of Ukrenergo, to appoint these candidates to the supervisory board.
Yuriy Boyko, who led the Ministry of Energy of Ukraine from 2020 to 2021 and is currently an advisor to the Prime Minister, was a member of the current supervisory board of Ukrenergo.
Oleksiy Nikitin previously worked, among other roles, at the State Enterprise "Ukrenergo" as the head of the electricity market development department, and then at the Joint Stock Company "Ukrhydroenergo" as the director of the commerce department.
Anatoliy Huley built his career in the banking sector, notably serving as the chairman of the board of Oschadbank and Aktiv-Bank, as well as the deputy chairman of the board of Alfa-Bank, and is a shareholder of Accordbank.
As reported, on November 26, 2024, the Cabinet of Ministers of Ukraine approved four independent members for the supervisory board of "Ukrenergo" under order No. 1168-r.
Patrick Greichen served as the Secretary of State for the Ministry of Economy and Climate Protection of Germany from 2021 to 2023, Luigi de Franceschi, a former top manager at TERNA and Enel, has previously been part of the supervisory board of Ukrenergo, and Eppe Kofod is a former Minister of Foreign Affairs of Denmark. Jan Montell has experience as a top manager and as a member of the board of directors of several Finnish energy companies.
In October 2024, the Director of the Secretariat of the Energy Community, Arthur Lorkowski, in a letter to the head of the national energy regulator NKREKU, Yuriy Vlasenko, pointed out that the absence of a supervisory board at "Ukrenergo" poses a threat to its certification as an independent transmission system operator, which is essential for synchronizing the Ukrainian and European energy systems. According to him, the supervisory board of "Ukrenergo" should be formed by December 9, when the powers of its sole independent member expire (following the resignation of Daniil Dobben and Peder Andreasen, who called the dismissal of Ukrenergo's head, Volodymyr Kudrytskyi, politically motivated).
As noted on December 4 in a comment to Energy Reform by the head of the Kyiv office of the Energy Community, former Minister of Energy Oleksiy Orzhel, the Secretariat expects the supervisory board of "Ukrenergo" to be approved by December 9 of this year, after which it will analyze whether there are any issues regarding its certification as an independent transmission system operator.
"Ukrenergo" has temporarily suspended payments on debt obligations for the "green" bonds issued in 2021 worth $825 million since November 9, 2024. The resolution of the bond restructuring issue also depends on the presence of the supervisory board.
