Zelensky dismissed Sergey Popko from his position as head of the Kyiv GVA and appointed Timur Tkachenko as his replacement.

President Vladimir Zelensky has dismissed Sergey Popko from his position as head of the Kyiv City Military Administration and appointed Timur Tkachenko to take his place.

This information comes from the presidential decrees № 897/2024 and № 898/2024.

The reasons for this decision were not explained by the head of state. Colonel General Sergey Popko, who commanded the Ukrainian Ground Forces from 2016 to 2019, took charge of the Kyiv City State Administration in October 2022.

His predecessor, Nikolai Zhirnov, had been leading the capital's GVA since March 2022. Previously, he was a major general who headed the Command of Support Forces of the Armed Forces of Ukraine.

Timur Tkachenko, unlike Zhirnov and Popko, has never been a military officer, but he has worked for many years in the communal and public sectors.

35-year-old Timur Tkachenko was born in Kyiv. In 2013, he graduated with a master's degree in International Economics from Taras Shevchenko National University of Kyiv. Additionally, he has a second higher education in Law, which he also obtained at KNU.

From 2012 to 2017, he worked in various communal enterprises in Kyiv: "Solomenka-Service," "Kyivblagoustriy," "Pleso."

He served as an assistant to a deputy of the Verkhovna Rada of Ukraine of the VII convocation from the "UDAR" party.

In 2018, he became the head of the office of the Holosiivska District State Administration. A year later, he was appointed deputy chairman of the Darnytsia District State Administration.

Since 2020, he has held the position of first deputy director of the Department of Urban Improvement of the Kyiv City State Administration.

In August 2023, he became the deputy minister for strategic industries of Ukraine. And from September 2024, he was appointed deputy minister for community and territorial development of Ukraine.
