In Ukraine, testing of the electronic system "e-Excise Stamps" will commence on March 1st.

Starting March 1, 2025, Ukraine will begin testing an electronic traceability system for excise goods called "e-Excise Marks." This system will involve the labeling of alcoholic beverages, tobacco products, and e-cigarette liquids with electronic excise stamps, as announced by the press service of the State Tax Service (STS).

In Ukraine, testing of the electronic traceability system for excise goods "eExcise Marks" will commence on March 1, 2025. This system entails the marking of alcoholic beverages, tobacco products, and liquids for electronic cigarettes with electronic excise marks, reported the press service of the State Tax Service (STS).

"From March 1 to December 31, 2025, the testing of the software for the electronic system for the circulation of alcoholic beverages, tobacco products, and liquids used in electronic cigarettes will continue," the statement said.

The STS noted that products must be labeled with paper excise marks. Additionally, graphic elements of electronic marks may be applied, ensuring that they do not obscure the QR code, barcode, or other details of the paper mark.

The new electronic system will enable the generation of serial numbers for marks, the formation of unique identifiers, the activation and deactivation of electronic marks, and the tracking of marked product movements.

Before the implementation of electronic excise marks, enterprises are required to label products with paper marks in accordance with Cabinet of Ministers Resolution No. 1251, which regulates the application method of marks and their mandatory details, the agency noted.

The STS reminded that starting January 1, 2026, control over the movement of produced or imported goods (alcoholic beverages, tobacco products, and liquids used in electronic cigarettes) will be carried out using electronic excise marks. This is stipulated in Law No. 3173-IX dated June 29, 2023.
