The government has capped special pensions that exceed 23,610 UAH.

The Cabinet of Ministers has imposed restrictions on special pensions exceeding 23,610 UAH, effective January 1, 2025. This is stated in Resolution No. 1 dated January 3.

The Cabinet of Ministers has limited special pensions starting January 1, 2025, for amounts exceeding 23,610 UAH. This is outlined in resolution No. 1 dated January 3.

The document establishes a special payment procedure for certain categories of pensioners (public servants, members of parliament, prosecutors, diplomats, scientists, etc.) whose pensions exceed 10 living minimums set for individuals who have lost their ability to work.

For high special pensions, decreasing coefficients are introduced for the portion exceeding 10 living minimums. Thus, 23,610 UAH will be paid in full, while the remaining pension will be partially paid:

  • 0.5 for the amount between 10-11 living minimums;
  • 0.4 for the amount between 11-13 living minimums;
  • 0.3 for the amount between 13-17 living minimums;
  • 0.2 for the amount between 17-21 living minimums;
  • 0.1 for the amount exceeding 21 living minimums.

For example, if a person has a special pension amounting to 25 minimums, in 2025, due to the application of the decreasing coefficients, they will receive not 59,025 UAH, but 32,345 UAH.

The restrictions do not apply to participants of the ATO/JFO and individuals who participated in defending Ukraine against Russian aggression, as well as to the pensions of the families of fallen (deceased, missing) defenders.

It is worth noting that starting January 1, the conditions for retirement at the age of 60 have changed.
