Employees of the Security Service of Ukraine and the National Police have apprehended two individuals suspected of involvement in the terrorist attack near the TCK building in Dnipro, which occurred on December 14, 2024.

The investigation revealed that the suspects are a couple—a 33-year-old serviceman who had previously deserted his unit and his 25-year-old wife. They acted separately from the direct executor of the attack and were involved in the manufacture of an improvised explosive device.
The couple came under the radar of Russian intelligence services through Telegram channels where they were seeking opportunities for "easy money." Following instructions from their handlers in Russia, they created explosives, which they concealed in a pre-prepared location.
The perpetrators remotely observed as the executor retrieved the device. After the attack, they moved to another rented apartment to avoid detection.
Law enforcement officials arrested the couple at their new address. During the searches, mobile phones, clothing with evidence of the crime, and instructions from Russian intelligence services on how to produce explosives were seized.
Both suspects have been charged under the following articles of the Criminal Code of Ukraine:
- Parts 2, 3 of Article 258 — a terrorist act committed by a group of individuals that resulted in death;
- Part 1 of Article 14 — preparation for a crime.
The perpetrators face life imprisonment.
What is known about the attack
On December 14 at 14:45, an explosion occurred in the central district of Dnipro near an administrative building. As a result of the incident, a man was killed, and four people, including two police officers, were injured. The victims are currently in the hospital, and doctors are fighting for their lives.
