Instead of Bezrukova, Arsen Jumadilov — the head of the State Rear Operator — will be appointed as the director of the Defense Procurement Agency.
“This year, the DP Agency and the State Rear Operator had the same conditions. One agency completed the work, while the other only created media noise”, stated the Minister of Defense.
According to Umerov, the DP Agency failed to timely provide the army with weapons. Instead, he claims, “we encountered political games, contract 'leaks', information 'leaks' (law enforcement will definitely investigate these facts), PR of inaction, and non-fulfillment of KPI by the subordinate enterprise of the Ministry of Defense.”
He accused the agency of turning its purchases, which should be confidential during wartime, into “Amazon.”
In addition to not renewing the contract with Bezrukova, Umerov submitted a proposal to the Cabinet to dismiss his deputy Dmitry Klimenko, and also recalled two state representatives from the Supervisory Board of the DP Agency, which will be relaunched soon.
“This will set a precedent in the history of state corporate governance, where two independent representatives of the Supervisory Board supported the state's position, while the state-appointed representative ignored the recommendations of the governing body”, wrote the minister.
Previously, the Supervisory Board of the Defense Procurement Agency stated that they would extend the contract with Bezrukova for another year. Before that, a comprehensive audit of the agency's activities was initiated with the involvement of an international NATO auditing council.
