Positive changes are insufficient
For shelters in the capital to function properly, a systematic and coordinated effort must be established at all levels.
This was reported by the head of the Kyiv City Military Administration Timur Tkachенко on his social media page after inspecting the state of bomb shelters in Kyiv.
“I checked the condition of the shelters and the progress of creating new protective structures in various districts of Kyiv. The threat of attacks does not disappear, and the capital remains in the crosshairs. Therefore, equipping shelters is not a matter of desire or convenience, but a basic necessity that cannot be ignored,” Tkachенко wrote.
According to him, work on equipping shelters is ongoing in schools, kindergartens, and residential buildings: new shelters will allow students to continue learning even during alarms, and renovated basements are becoming more suitable for people.
“But this is still not enough,” the head of the KMVA noted.
He emphasized that over three years of war, many issues have emerged: locked shelters, lack of conditions for prolonged stays, and inaccessibility for people with limited mobility. “These are not just shortcomings — they are real risks to life. Systematic work is required here, and it must be coordinated at all levels,” Tkachенко stressed.
Recall that the head of the Kyiv City Military Administration, Timur Tkachенко, has instructed to create a working group on “Transparency and Accountability.” Such groups have already been established to ensure the implementation of measures for transparency and integrity in regional military administrations, and they have proven their effectiveness.
