The Cabinet has capped special pension payments at 23,600 UAH during the state of martial law in 2025.

The Ukrainian government has imposed restrictions on the payment of special pensions during the state of martial law in 2025. These pensions, which exceed 23,610 UAH—equivalent to 10 minimum living wages for individuals who have lost their ability to work—will now be subject to corresponding reduction coefficients for amounts that surpass this threshold.

The Ukrainian government has restricted the payment of special pensions during the state of martial law in 2025 for amounts exceeding 23,610 UAH – which corresponds to 10 subsistence minimums for persons who have lost their ability to work (pmut). This has been implemented through the introduction of corresponding reduction coefficients for sums that exceed this threshold.

According to the resolution of the Cabinet of Ministers No. 1 dated January 3, published on the government portal, the coefficient for pensions between 10 and 11 pmut is set at 0.5, for those between 11 and 13 pmut at 0.4, between 13 and 17 pmut at 0.3, and between 17 and 21 pmut at 0.2.

For all payments exceeding 21 pmut, the coefficient is established at 0.1, meaning that payments over 49,580 UAH will be reduced tenfold.

It is specified that this limitation does not apply to the pensions of individuals who directly participated in the anti-terrorist operation (ATO) and ensured its conduct while being in ATO areas, directly engaged in activities necessary for the defense of Ukraine, the protection of the population's safety, and the state’s interests due to the military aggression of the Russian Federation against Ukraine, while being in those areas during the execution of the aforementioned activities, as well as to pensions in cases of loss of a breadwinner, assigned to family members of deceased (dead, missing) individuals of such persons.
