Zelensky: The presence of foreign troops in Ukraine cannot be the sole guarantee of security.

President Volodymyr Zelensky stated that the European presence in Ukraine could serve as a component of security guarantees, but it cannot be the sole assurance, as that would be insufficient.

He stated this to journalists following his meeting with Polish Prime Minister Donald Tusk.

Zelensky mentioned that discussions regarding foreign troops are about "general matters." These topics are set to be discussed with the leader of the United Kingdom and have been raised with Baltic partners. However, the president emphasized the need for a "comprehensive map of guarantees," outlining where foreign military contingents could be integrated.

"The question is what kind of contingent it is, from which countries, what are its quantitative and qualitative compositions, and where it will be located. It’s not just a showcase, but a real capability," Zelensky stated.

He stressed that, primarily, there should be instructors with a substantial training and education program for Ukrainian military personnel on Ukrainian territory.

Zelensky added that it will also be necessary to consider the capabilities of the Ukrainian army and the defense industry.

"Even after the war, we must understand whom we are dealing with. Currently, there are about 600,000 Russian troops on Ukrainian territory. The Ukrainian army consists of 880,000, but they are defending the entire territory… In some directions, the [Russians] have a quantitative advantage. When the war ends, we need to understand what the contingent of other countries looks like, […] what the Ukrainian army will be like. It is this large army that is currently holding back the enemy," Zelensky remarked.

He added that part of the agreements should involve how to maintain the great Ukrainian army, which the president referred to as the "only guarantee of security" at present.

Additionally, security guarantees must include discussions on weapons. According to Zelensky, Ukrainian production currently covers 33-34% of all weapons needed in Ukraine each year (previously it was less than 10%), with about 30% coming from Europe and approximately 40% from the USA.

Zelensky asserted that currently Russia produces or possesses more military equipment than Ukraine in many aspects, despite Europe having more military-oriented factories. In the president's opinion, Europe could increase its production by 2-3 times.

"Why is Europe producing less today? How can it produce more? By providing more contracts to its domestic producers and its people. They will pay taxes to their states. I believe that it is easier for Europe to produce more weapons today than for Russia, even though Russia is faster," Zelensky concluded.
