The IAEA Board condemned attacks on Ukraine's energy infrastructure but failed to mention Russia.

The Board of Governors of the International Atomic Energy Agency (IAEA), which includes representatives from 35 countries, has endorsed a resolution condemning attacks on Ukraine's energy infrastructure. Notably, the resolution does not mention Russia by name.

Ukraine convened an emergency meeting of the Council to discuss a wave of Russian attacks that have resulted in prolonged power outages across the country.

Diplomats at a closed meeting in Vienna stated that 22 countries supported the resolution, 10 abstained, and two—Russia and China—voted against it.

However, unlike previous resolutions of the Council regarding Ukraine after the full-scale invasion, Russia is not mentioned here nor labeled as the aggressor.

“The Council emphasizes that attacks aimed at Ukraine's energy infrastructure, which is critical for the external power supply of nuclear power plants, pose a direct threat to nuclear safety,” the resolution states.

It is noteworthy that on December 10, a Russian drone struck and “seriously damaged” a vehicle of the International Atomic Energy Agency (IAEA) that was heading for personnel rotation at the Zaporizhzhia Nuclear Power Plant.

Latest Attack on the Energy System

Russian forces launched a massive attack on Ukraine with missiles and strike drones on the night and morning of November 28. Explosions were heard in several cities, and energy companies implemented emergency power outages.

During the attack, 12 hits were recorded, primarily targeting facilities in the fuel and energy sector.

In total, the occupiers launched 188 aerial assault means against Ukraine—91 missiles and 97 drones. In particular, civilian infrastructure was hit by “Kalibr” missiles with cluster munitions.
