The intention to establish a park in Obolon was revealed by Vitali Klitschko himself. The comments from the head of the NGO "Park Pryrechna," Hleb Antonenko, are quoted by the publication "Khmarochos."
The park is planned to be developed on Pryrechna Street in the Obolon district of the capital. This area already features the "Natalka" park and a well-maintained waterfront.
If the Kyiv City Council supports Klitschko's proposal, another recreational area with playgrounds, greenery, and a video surveillance system will be created, the mayor noted.
According to Vitali Klitschko, the new green space will be established with the help of sponsors, but the land will remain the property of "Kyivzelenstroy."
The organization "Park Pryrechna," which advocates for the creation of a recreational area in Obolon "without any construction," has backed the mayor's initiative.
However, its leader, Hleb Antonenko, wants the park's design to be coordinated with the community, as he fears that the project may include elements that facilitate the construction of a parking lot, which some community members oppose. Such elements, according to the NGO "Park Pryrechna," include the layout of paths, electrical networks, and their capacity, among other things.
"Khmarochos" notes that currently, on the site where the park is planned, there are three buildings, including two boat station premises and a café on the banks of the Dnipro. The community advocates for the preservation of the boat station.
Furthermore, Antonenko believes that simply filling in the embankment slabs with soil is not acceptable. He stated that during the Soviet era, engineers likely did not anticipate soil embankments and playgrounds for children during the design phase.
In March 2023, Kyiv authorities decided to construct a parking lot on Pryrechna Street. The need for additional parking spaces became urgent after the opening of the pedestrian "wave bridge" and the recreational area on Obolon Island. Additionally, extra parking spots are necessary for visitors to the "Natalka" park, as reported by "Khmarochos."
However, part of the community opposed this, creating three successful petitions. Law enforcement initiated a criminal investigation under the article "Abuse of power or official position" due to the Kyiv City Council's transfer of the land plot to the KP "Zhitloinvestbud-UKB." The NGO "Park Pryrechna" also filed a lawsuit to declare the Kyiv City Council's decision illegal and annul it.
At the same time, supporters of the parking lot created their petition, which also gathered enough signatures. The author noted that European sustainable urban development practices include not only the creation of recreational areas but also the provision of parking facilities.
