He discussed this during the debate "Peace Through Strength - A Plan for Ukraine" at the Munich Security Conference, which is being broadcast in Ukrainian by "Suspilne."
In his view, this could involve territorial concessions, as well as a commitment to refrain from using armed forces in the future and reducing troop numbers.
He also emphasized the importance of preventing Russia from forming alliances with Iran, North Korea, and China.
Earlier, Kellogg stated that Ukraine could reach an agreement that would record territorial losses without officially recognizing that these lands have become Russian.
The special envoy also mentioned that Russia's war against Ukraine could end as early as 2025, and he promised to "bring all parties together" within 180 days to achieve this.
In 2024, media outlets described the details of Kellogg's plan to end the war in Ukraine. Specifically, he proposed a ceasefire between Russia and Ukraine along the current front lines. According to him, to encourage Ukraine to begin negotiations, it should only continue to be armed if it agrees to come to the negotiating table.
Additionally, there were discussions about postponing Ukraine's NATO membership and returning occupied territories through diplomatic means. Meanwhile, sanctions against Russia could be lifted if it signs a peace agreement that satisfies Ukraine.
However, the official U.S. plan for ending the war in Ukraine remains unknown. Kellogg noted that it would be presented personally by President Donald Trump.
