They explain that discussions about victory over NATO will take place, as for a long time, Russian propaganda has portrayed the war against Ukraine as a war with the Alliance.
In information-psychological campaigns, special services and propagandists are expected to leverage the increased efforts of the U.S. to end the war, particularly the bilateral meeting of U.S. and Russian delegations in Saudi Arabia.
Furthermore, intelligence has learned that Russian propagandists have been instructed to intensify their efforts to sow despair in Ukrainian society, destabilize the situation within Ukraine, and discredit it among its partners.
To achieve this, they will promote narratives such as “The West has betrayed Ukraine,” “The opinions of Europeans and Ukrainians do not concern either Moscow or Washington,” “The U.S. and Russia have made agreements behind Ukraine's back,” “The Ukrainian government is illegitimate,” “The Ukrainian army is losing on the front,” “Corrupt officials in Ukraine are stealing billions of dollars in American aid.”
All of this will be done to portray Russia as the “constructive side of the conflict,” supposedly ready for a peaceful resolution. Meanwhile, European countries that continue to support Ukraine will be depicted as “enemies of peace,” as stated by the GUR.
